A faucet that wont deliver water could be the first sign of frozen pipelines. If a severe cold snap hits, stop freezing and subsequent bursting of plumbing by simply following the tips beneath. Even if the water pipes do freeze up, you can thaw them just before they burst if you act quickly. When temperatures fall very low, here's how to keep your water lines from freezing:

Maintain a trickle of water running from the faucets.
Beam a heat lamp fixture or small heater at exposed water pipes.
Cover uninsulated conduits with newspapers, heating wires, foam, or self-adhesive insulating tape.
Keep doors ajar between heated and unheated areas.
Thawing Frozen Conduits

In case your water line freezes:

Disconnected the water at the main shutoff valve and open the faucet nearest to the frozen conduit so it can drain as it thaws.
Waterproof the spot with containers and plastic drop garments in case leaks happen.
Use one of the following methods to gradually warm the frozen water pipe. Make sure to work from the faucet towards the iced-up area.
Propane Torch With a flame-spreading-nozzle, the torch will rapidly unfreeze a frozen water pipe.
Safety Tip Shield flammable places using a fire resistant sheet, don't let the water pipe get too hot to touch.
Hair Dryer Used just like the torch, a dryer will slowly defrost the pipe.
Heating Pad Wrap a length of pipe with a heating pad.
Heat Lamp For pipes behind walls, floors, or ceilings, beam a heat lamp 8 or more inches from the surface.
Hot Water When no other technique are available, wrap the conduit (except plastic) in cloths and dump hot water on it.
